Add review of 4473 after submitting Section C

Currently the system verifies for differences between customer and 4473 after submitting section E. This is to late in the process as once submitted they can not access the 4473 for corrections. It would be simple and prevent a ton of errors and mis-matched info. If the check was performed when submitting Section C. No information from D or E is included in the check so why wait until it is to late in the process to notify.
